Handbook
How to Detect and Avoid Catastrophic Problem Areas in Sponsored
Research

This comprehensive handbook is a must for academic institutions to ensure that the proper
knowledge and systems are in place at every level of the organization to avoid legal, financial, and
pubic relations problems stemming from deliberate or accidental conflict of interest, fraud, and other
day-to-day activities relating to sponsored research, government programs, and internal financial
activities.  It provides specific implementable steps to tighten up the policies and procedures, detect
potential problem areas, and identify possible ongoing fraud.

The handbook was designed to be utilized in two consecutive stages:

Stage I
This stage may be carried out by one individual or, as recommended by the handbook, a
representative committee.  By reviewing the section titled
Is Your Current System Good Enough and
answering a concise list of questions, you will quickly determine where the unforeseen problem
areas are and the handbook will guide you through specific actions to improve these areas.
Examples of possible outcomes from this stage include a complete overhaul of the current system,
the implementation of recommended additional procedures/policies, or the creation of seminars and
awareness campaigns to educate all parties involved and to create a deterrent.

Stage II
Once the institution has implemented the necessary improvements and educated all stakeholders,
the handbook will serve as a go-to source for dealing with specific problems that emerge on a daily
basis.  The comprehensive index in the back of the handbook is designed to efficiently guide the
user to the right section.
